Parish Clerk

Bishop Middleham & Mainsforth Parish Council is looking to appoint a Parish Clerk to join our team in serving our community.

A proactive, positive, service-focussed attitude is key and you will have a broad understanding of how Local Government operates, also bringing the following skills which will be essential in delivering your role:
• You are an organised person used to working to deadlines and managing the creation of agendas, minute taking, action and decision logs along with, efficient structured record keeping and administration of information.
• You have a demonstrable high level of proficiency in the use of modern digital applications specifically; Office 365 (Outlook, Word, PowerPoint, Publisher, Excel, File Explorer/ OneDrive)
• You have a confident, effective, communication style (both verbal and written) enabling clear and succinct communication of policies, advice and information.
• As the Responsible Financial Officer, you will be proficient in numeracy and bookkeeping This is a part-time, home-based position, working flexibly across 10hrs per week which will include some evenings, specifically for Parish Council meetings which take place from 7-9pm on the 2nd Wed of each Month (except for August).

Job Description

Overall Responsibilities
• The Clerk to the Council is the ‘Proper Officer’ of the Council and, as such, is under a Statutory Duty to carry out all the functions and, in particular, to serve or issue all the notifications required by Law, of a Local Authority's Proper Officer.
• The Clerk will be responsible for ensuring that the instructions of the Council, in connection with its function as a Local Authority, are carried out.
• The Clerk will advise the Council on, and assist in the formation, documentation and maintenance of overall policies to be followed in respect of the Authority's activities; in particular, to produce and prepare all the information required for effective decision making and constructive implementation of those decisions.
• The Clerk is accountable to the Council for the effective management of all its resources and will create and provide both regular and ad hoc reporting to provide the Council with assurance of the same.
• The Clerk is also the Responsible Financial Officer; responsible for all day-to-day administration of Council finances, budgeting, forecasting and financial record keeping in line with our statutory and legal obligations.
